52-week range ~HK$0.028–0.055 (all-time high HK$9.80, Jan 2017; all-time low HK$0.018, May 2025 — reflecting a long multi-year derating since IPO, typical of this GEM name).

Business

OOH Holdings is a Cayman-incorporated out-of-home advertising specialist, GEM-listed since 5 January 2017, based in Kwun Tong, Hong Kong (29 employees). It sells advertising display space and design/production services across two segments:

Management's stated FY27 priority is to "aggressively seek renewals and expansions of its exclusive advertising space licenses with public transport operators," targeting 25+ minibus terminal shelters by March 2027 — a capex-heavy expansion that likely explains the large cash drawdown seen this year (below).

Valuation

Method: asset-anchored (P/B) with scenario optionality — not a DCF. OOH Holdings is still net-loss-making (though narrowing fast) with no track record of full-year profitability; the playbook's rule for loss-making/story-improving names is to anchor on book value plus scenario bands rather than force a cash-flow model onto an unproven earnings base.

Financials (verified against OOH Holdings' FY2026 annual results announcement, filed 29 Jun 2026, auditor Forvis Mazars CPA Limited — no going-concern qualification)

H1 FY26 (Apr–Sep 2025, interim results): revenue HK$22.4M, net loss HK$1.7M (vs HK$5.3M H1 FY25). Implied H2 FY26: revenue ~HK$23.9M, net loss ~HK$0.7M — the loss is now concentrated in H1 and H2 came close to breakeven, the clearest fundamental support for the insider's timing. Cash fell HK$9.5M YoY despite the smaller loss, consistent with the shelter/ferry-terminal buildout management is guiding to; this is worth monitoring but is not flagged as distress (zero bank debt, no going-concern note).

Scenario table (P/B-anchored, 12-month view)

ScenarioP/B appliedFair value/shareRationale
Bear0.7xHK$0.017H2 breakeven trend stalls as shelter capex burns cash; GEM illiquidity discount reasserts
Base1.2xHK$0.029Loss-narrowing trend continues into FY27; still sub-scale, no dividend, thin float discount persists
Bull2.0xHK$0.048FY27 turns modestly profitable on shelter/ferry rollout; re-rates toward a "growth" multiple
Probability-weighted (25/50/25)—~HK$0.031

Reverse read

At HK$0.047, the market is already paying ~1.96x book value — essentially the Bull scenario, which assumes the company actually reaches profitability in FY27. That's a lot to price in for a company that has never posted a full-year profit and whose H2 improvement is one data point, not a trend. The probability-weighted fair value of ~HK$0.031 sits roughly 35% below the current tape — almost exactly the director's own HK$0.030 cost basis.

Peer table

CompanyMkt Cap (HK$M)Revenue (HK$M)Net loss (HK$M)P/B
OOH Holdings (8091.HK)33.846.3(2.4)1.96x
China 33 Media Group (8087.HK)78135.5(23.1)0.38x

Micro-cap data limits: China 33 Media is the only listed HK transit/out-of-home media peer of comparable size we could verify, and it is itself a poor multiple anchor — its market cap reportedly moved +4,011% over the trailing year, a meme-stock-scale swing typical of thinly-traded GEM names. It's shown for sector/business-model context (transit-media advertiser, GEM-adjacent, loss-making) rather than as a tight comp. Directionally, though, it underlines the point: GEM media names trade on sentiment and float dynamics as much as fundamentals, and OOH's current 1.96x P/B is rich by the standards of its own sector, even accounting for its better (narrowing) loss trend.

Conclusion

The signal is real: a sitting executive director put ~HK$1.83M of his own money into the stock on-exchange, near a multi-year low, shortly after the company posted its best results in several years (losses down 77%, gross margin up nearly 6 points, H2 essentially breakeven). That combination — informed buyer, improving fundamentals, no bank debt — is exactly the kind of setup this screen is built to find.

But the report is being written three days after his trade and one day after the filing went public, and the stock has already moved ~55% in that window on almost no volume. At HK$0.047 the market is pricing in the bull case (a profitable FY27) before it has happened. There's a real business improving here, but the easy money in this specific print was made between HK$0.030 and HK$0.040 — not at today's price. Rating: Hold (Speculative). Worth watching for a pullback toward the director's own HK$0.03 cost basis, or for FY27 interim results (due ~Nov 2026) confirming the H2 breakeven trend has continued, before treating this as a Buy.
